Educating and Empowering to Lead
The Rural Empowerment Association for Community Help (REACH), a
501(c)(3) nonprofit founded in 2002 by Devon Hall and Dothula Baron-Hall in Duplin County after Hurricane Floyd, focuses on empowering low-income families and people of color. The organization addresses issues such as the health impacts of nearby industrial agriculture, mental and emotional oppression, economic challenges, and limited access to education, employment, housing, and youth programs. REACH envisions a community where members are personally and economically empowered, collaborating with local residents, churches, businesses, and service agencies to ensure access to essential resources and opportunities for all.
Leadership and Research: Empowering Communities.
Devon Hall, Sr., Co-Founder and Executive Director of REACH, is deeply committed to improving the lives of those affected by environmental and health challenges in Duplin County, his home. As a co-producer of the documentary Swine Country, he brings firsthand knowledge of the impacts of swine and poultry operations on his community. Over the past decade, Devon has led REACH’s collaboration with prestigious institutions like UNC-Chapel Hill and Johns Hopkins University on numerous research projects, including studies on water, air, pediatric health, and occupational health. Notable projects include the Community Health Effects of Hog Operations (CHIEHO) and the Duplin Environmental Health Awareness Project, among others. His leadership and tireless work advocate for environmental justice and improved health outcomes for rural communities. Alongside Devon is his son, Devon Hall, Jr., the Administrative Associate at REACH, who supports the organization with his strategic planning and organizational expertise.

Research Tech
A Research Tech will study data, maintain environmental monitoring equipment, and follow protocol when setting up monitoring equipment while conducting community-driven research and recording data from the monitors to a secured server. The Research Tech will be trained to adhere to standardized protocols for the collection of data and will be required to attend regular meetings. No experience required.
Co-Director of Research and Development
The role involves strategic planning, managing research projects, developing partnerships, and overseeing staff. The role requires a comprehensive understanding of the nonprofit's research focus.
